Description of the solution

The local government should use an existing registry of vulnerable people to arrange their temporary evacuation to cooling centres. If deemed necessary by trained volunteers, community health workers, emergency management personnel who have visisted them at home. In many European countries people can voluntarily sign up for such a registry.
