Description of the solution

Government Policies and tools for climate resiliency for example in targeting New York City's most heat vulnerable communities can be evaluated for efectiveness. A systematic and comprehensive review of the City's Heat Vulnerability Index tool and cooling programs is needed in order to determine how effective they are in reducing heat vulnerability and targeting cities most vulnerable communities.
