How is work now in Angola: Economy is mainly focused in the oil sector Jobs that offer security and basic working conditions are concentrated on few specific sectors Most of the employed population is on the informal sector working without social protection Youth skills and capabilities are limited and available education and training programs do not fit the present and future labour market demands Institutional frameworks for employment and for business are still inefficient and burocratic, lacking flexibility Future of Work in Angola must consider the following: Creation of more jobs & opportunities for youth Diversification in the nature of work aligned with the diversification of the economy & the environment Reformed education system where skills development, vocational training and capacity building meets market demands Decent work and social protection for social inclusion Inclusive labour market that tackles inequalities and gender social norms. Sensemaking Insights - how are ongoing CO projects responding to work/employment, and what is missing: Not harnessing the Digital Economy and emerging digital futures; not enough venture into the productive sectors that support the Diversification of the Economy; Informality is highly considered but from a formalization perspective, not exploring the middle ground, not contradicting the formal/informal dichotomy; big investment in skills development, specially for Government, direct skills development for the communities is not much and follows a traditional approach not exploring new types of jobs and skills; not looking in the direction of green transition; Private Sector not leveraged; dominant Government support and less on individual or community needs; not looking at the future of work; lack of coherence and integration among projects

Did you experience any barriers or bottlenecks when impacting the system, working on your frontier challenge respectively?
At this stage, we applied systems thinking, horizon scanning and Sensemaking and started to define our problem space. This was mainly internal CO work with support from SIU. The main challenges were: finding common ground around Portfolio Intent definition with all CO units, engaging all units in the process, and also time management due to CO regular tasks workload.
For this frontier challenge, how much of your time did you dedicate to the stages in the learning cycle? Please make sure that your answers adds up to 100%.
Data and Methods
Relating to your types of data, why did you chose these? What gaps in available data were these addressing?
Systems thinking and mapping is useful for identifying interconnections between the issues and actors. General statistical data is required as a starting point as well as news/media articles to look at trends.
Why was it necessary to apply the above innovation method on your frontier challenge? How did these help you to unpack the system?
No comprehensive perspective and data on the issue of work and employment is available, only siloed sectorial government programs and actions. Systems thinking and mapping is useful in having a broader understanding of the issues and impacts. Horizon Scanning allows to look at national/international trends to make sure that the portfolio is looking ahead. Sensemaking helped understand what was already being done at CO level, what gaps needed to be filled and what interactions could emerge between projects and units, in order to have more impact in the future of work in Angola.

Bonus question: How did the interplay of innovation methods, new forms of data and unusual partners enabled you to learn & generate insights, that otherwise you would have not been able to achieve?
The interplay of methods and new forms of data brings a more complete perspective. It allows to explore the issue in all its dimensions looking at quantitative and qualitative data. Integrating Sensemaking and collective intelligence in the process ensures diverse perspectives adding more valuable insights.
