What are the top key insights you generated about your learning challenge during this Action Learning Plan? (Please list a maximum of 5 key insights)
The following were our key insights;-
1. Enhancement of Digital Infrastructure & Connectivity: Invest in the development of robust and reliable digital infrastructure, including high-speed broadband networks, data centres, and cloud computing capabilities. This will ensure widespread access to digital services and enable seamless connectivity across urban and rural areas
2. Promotion of Digital Services: development of digital and electronic services across the key priority sectors in Government to support the delivery of services to citizens and residents of Uganda.
3. Fostering Innovations and Enterprenuership: Creation of a conducive environment for innovation and entrepreneurship, promoting research and development, startup incubation, and collaboration between academia, industry, and the Government.
By nurturing a thriving digital ecosystem, we can drive technological breakthroughs and fuel economic growth.
4. Digital Literacy and Skilling: Recognizing the importance of digital skills in the digital age, we will focus on equipping our citizens with the necessary knowledge and capabilities. It is crucial to prioritize digital literacy programs, up-skilling and
re-skilling initiatives, and promote STEM education to bridge the digital divide and ensure equal opportunities for all Ugandans.
5. Promotion of cyber-security, Data Protection and Privacy: The establishment of a robust framework for digital governance, ensuring data privacy, cyber security, and protection of intellectual property. By fostering trust in digital systems and implementing transparent regulations, which can build a safe and secure digital environment for our citizens and businesses.

Can you provide more detail on your handover process?
We walked the journey of designing the Digital Transformation Roadmap with the relevant Ministry of ICT and National Guidance as our lead stakeholders because we wanted the Roadmap to institutionalised and implemented.
The Ministry supported us by bringing on board other stakeholders in the ICT sector who also played a critical part in the design of the Roadmap.
These included both Public and Private Sector. After the design process, it was easy for us to handover the document to Ministry of ICT and National Guidance for implementation.
At the Launch of the National Digital Transformation Roadmap, The Ugandan Vice President Hon. Jessica Alupo, directed National Planning Authority to ensure that the Fourth National Development Plan (NDP IV) is well aligned with the Digital Transformation road.

Data and Methods
Relating to your types of data, why did you chose these? What gaps in available data were these addressing?
There is a data gap in the digital divide. For instance, we needed to know how many people in each district of the country, have digital skills. We also needed to know how many digital skilled teachers does the country have at the various levels. This information was to help us design an appropriate digital skilling programme.
There is also a data gap on the infrustrure to support digitalization. Whereas the Ministry of ICT and National Guindance had the data about the size of the National Broadband Network, they didn't have data on the new districts in the country. This is because some districts didn't have electricity to support the network.
There is also a data gap on cyber security.
Why was it necessary to apply the above innovation method on your frontier challenge? How did these help you to unpack the system?
The tools and methods selected above will be used to generate the right baseline data, to design a fit for purpose roadmap that will be easily implementable in diffferent contexts within the country. The methods allow for all stakeholders in the space to collaborate effectively and understand their part in the entire digital transformation journey of Uganda. Collective intelligence will play a big part in the initial iteration of the roadmap to gather as much feedback as possible for the final product. systems thinking will alllow us to view the transformation journey as a system and how different parts affect the system but most importantly, how they can integerate to avoid duplication, wastage and frustration.

We were invited by the Ministry of Information and Communications Technology and National Guidance was to facilitate the process of designing the Digital Transforamtion Roadmap for the country. The Ministry trusted the Accelerator Lab methodologies that facilitated the scanning of the entire digital landscape of the country, identified the gaps, and together designed a roadmap that was well aligned with the Digital Uganda Vision and the National Development frameworks. The Ministry of ICT and National Guidance was established in June 2006 with a mandate of providing strategic and technical leadership, overall coordination, support and advocacy on all matters of policy, laws, regulations and strategy for the ICT sector. After the process, we handed over for effective implementation.
