Learnings on your challenge
What are the top key insights you generated about your learning challenge during this Action Learning Plan? (Please list a maximum of 5 key insights)
Climate change problems that affect different communities differently, exacerbate trust levels in a context of diminishing resources, and point to the potential of collective intelligence to point to synergies instead of trade-offs.
Bringing together herders, farmers, and county government officials at several points during the design and prototyping process, allowed groups to openly discuss differences where dialogue and data might reduce tensions related to scarcity and climate adaptation in the future.
Involving community data scout network from the outset and co-designing the data collection process helped overcome some of the existing tensions over resources. The prototype of the collaborative platform was successful in the way it mobilized tacit knowledge of the area’s water points to plug a pervasive data gap. For example, when looking at water quality, this initiative unearthed local practices whereby households treat it with plant extracts from indigenous trees. The Kenya Water Institute is now validating the efficacy of this method as a sustainable non-toxic alternative to chemical coagulants.

Can you provide more detail on your handover process?
By co-designing the initiative with one of the academia partners, the Kenya Water Institute, they were able to pick up a local solution to water purification surfaced by the data scouts and are now validating the efficacy of this method as a sustainable non-toxic alternative to chemical coagulants.
Working with local scouts led to faster data collection because of their good knowledge of the local area. This in turn, has generated interest of county governments in mobilizing community networks to collect data on issues beyond water infrastructure, for example, supporting a planned livestock census. UNDP's Environment and Resilient Unit adopted the same model and used the data scouts to undertake energy mapping in the county.

Data and Methods
Relating to your types of data, why did you chose these? What gaps in available data were these addressing?
Why was it necessary to apply the above innovation method on your frontier challenge? How did these help you to unpack the system?
Partners
Please indicate what partners you have actually worked with for this learning challenge.
Please state the name of the partner:
Tana River County Government
What sector does your partner belong to?
Government (&related)
Please provide a brief description of the partnership.
The partnership helped support the county government in generating data on water access, levels and use. The county has thus embarked on utilizing the data to make evidence-based decisions on water infrastructure projects, budget allocations and respond to climate-related events.
Is this a new and unusual partner for UNDP?
No
Please indicate what partners you have actually worked with for this learning challenge.
Please state the name of the partner:
National Drought Management Authority (NDMA)
What sector does your partner belong to?
Government (&related)
Please provide a brief description of the partnership.
Through this partnership, NDMA utilized the data generated to influence decision-making within the county steering group comprising the county government, NDMA and civil society partners working within the county to identify non-functional water infrastructure. As a result, one of the partners, World Vision, has put in an investment to repair 4 boreholes which will ultimately serve 1,920 households.

Please state the name of the partner:
Pwani University
What sector does your partner belong to?
Academia
Please provide a brief description of the partnership.
The partnership involved diverse disciplines from the institution supporting the co-design process and field testing. From this we have had research interests spring up and research papers that will be published in the coming year.
Is this a new and unusual partner for UNDP?
Yes

Please state the name of the partner:
Vox Radio
What sector does your partner belong to?
Civil Society
Please provide a brief description of the partnership.
Vox Radio is a community radio station and was useful in communicating our work in their radio shows. Community needs picked during co-design sessions, fieldwork and feedback from stakeholders informed their programming.
Is this a new and unusual partner for UNDP?
Yes

Please state the name of the partner:
SunCulture
What sector does your partner belong to?
Private Sector
Please provide a brief description of the partnership.
SunCulture equips farmers with precision irrigation solutions. Insights gained from collaborating with the private sector (SunCulture) during the co-design sessions explored ways the water resource map could enhance livelihoods and economic prospects in arid and semi-arid lands (ASALs). Investments in off-grid solar technology for various water sources emerged as a promising avenue, offering improved community access to reliable water, irrigation, lighting, and mobile charging, thereby generating employment and fostering economic growth.
